(UPDATE June 21st, 2021)
After reviewing the information provided by the poll, a finalized design for the West Beach Entry is provided below. The Poll received 11 votes and numerous comments, and weighed 64% for Option 2 (two-lane entry design), and 36% for Option 1 (the cul-de-sac design). Participation in a small town carries a lot of weight. Taking this information and the history of comments, the City engineers have moved away from the cul-de-sac design and presented a final concept shown below. This design makes compromises to satisfy the most pressing issues discussed by the public and meets safety standards for pedestrian and vehicle traffic. This Design:
Increases the overall size of the park, keeping the existing park elements intact.
Provides functional and aesthetically pleasing access to West Beach Park.
Aligns entering/exiting park traffic with the intersection of Ash Street/1st Avenue NW.
Accommodates larger vehicles (RVs, etc.) accessing the West Beach parking lot.
Maintains access for local property Owners.
Though similar to the existing conditions, this provides an elegant solution that extends the park into the street right-of-way instead of designing a street intersection that meets the park.
(UPDATE May 28th, 2021)
City Engineers have made revised plans based on public input from the open house help on May 12th, and they are available for download below. These two schemes have been painted on the park entryway to see at actual scale. The round cul-de-sac (alternate 1) was outlined in white, and the new two lane entry (alternate 2) was outlined in pink. Check them out and feel free to use the poll to vote for your preference (Poll will close Sunday, June 6th). Land owners adjacent to the street improvements will be contacted by city engineers to finalize driveway entry location details.
(UPDATE May 4th, 2021)
The meeting with the City Engineers to discuss the West Beach Entry street improvement plans has been scheduled for Wednesday, May 12th, at 5:30pm at the Soap Lake High School Library and will be open to online attendance as well. Click here to link to the online meeting at the scheduled time.
(UPDATE May 1st, 2021)
The City has received a number of questions regarding the preliminary design sketches. A meeting with the City Engineers is being planned and tentatively schedule prior to the City Council Meeting on May 5th, at 4:30pm at the Soap Lake High School Library and will be open to online attendance as well. Click here to link to the online meeting at the scheduled time. The scope of work for the project is written below.
The general design proposed for the West Beach Entry streets closely resembles the street standard used on the Ginkgo Street Project. Hemlock St. S. and Evergreen St. S. provide existing samples of what the street improvements will be like. A street section and plan from Hemlock St. S is provided below for reference. The planning decisions on street design, made during the Ginkgo Street Charette, is also provided for reference.
Maintenance of Right-of-Ways (streets, sidewalks, alleys) is shared between the City and adjacent property owners. See this link that helps clarify those responsibilities for these new street designs. Thank you!
(ORIGINAL POSTING April 15th, 2021)
The City of Soap Lake is planning improvements for the roads and sidewalks that lead to the West Beach Entry. This is Ash St. North, 1st Ave. NW and Division St. North. The City Engineers have developed conceptual drawings for these improvements that conform to the design standards set by the City and the Transportation Improvement Board (TIB). The TIB is funding most of the work with a small portion provided by City matching funds.
Please submit a written comment or question to the City with the following link. An informational meeting is to be announced depending on interest and feedback. Please use “West Beach Entry” for the subject. Thank You!
