Planning Agency for the City of Soap Lake
Notice is hereby given that the Planning Agency for the City of Soap Lake will hold a public hearing to consider an application for a Conditional Use Permit to allow for the use of a temporary rock crusher at the previously approved RV Resort site. A complete file is available for public inspection at the Soap Lake City Hall.
An open record hearing will be held before the Planning Agency on Thursday April, 29, 2021 beginning at 10 am or as soon thereafter as possible. Due to current Covid restrictions the meeting will be held virtually.

Notice of Application for a Conditional Use Permit and Preliminary SEPA Determination for Rock Crushing at Purple Sage RV Resort.

Proposal: Applicant is seeking approval to utilize a portable rock crusher to produce 65,000 tons of 1 ¼ minus crushed rock on site. The rock will be used as crushed surfacing top course of the RV pads and road systems throughout the Purple Sage RV Resort before paving. A tub grinder will be utilized for organic material which will also be used on site.
The alternative to on site rock crushing is the removal of unwanted material including organic material and bring in new crushed material from an outside source. This will result in approximately 9070 vehicle trips to accommodate the delivery of needed material .
Process: This application is subject to obtaining a Conditional Use Permit to allow for the temporary use of a portable rock crusher on site. This application will be subject to a Public Hearing which is tentatively scheduled for April 22, 2021 at 10am before the Soap Lake Planning Agency. At this time it is anticipated that the public hearing will be done virtually. Additional information will be published to finalize the details of the public hearing.
Application Materials: The applicant has submitted a City of Soap Lake Land Use application form, a SEPA checklist, photos depicting rock crushing equipment, Geotech report, a stream assessment, and sound information.
SEPA Threshold Determination:
The lead agency for this proposal has made a determination that this proposal does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2) (c). This decision is made after review of the completed environmental checklist and other information on file with the lead agency. The City of Soap Lake has determined that this proposal will likely not have a probable significant adverse impact on the environment subject to the required conditions and issues this Mitigated Determination of Non- Significance
This SEPA Determination is subject to the following conditions:
1. The applicant shall obtain all necessary permits from the City of Soap Lake prior to any construction on site.
2. The applicant shall provide silt and erosion control for the entire duration of the project.
3. During construction the applicant shall take all necessary measures to prevent fugitive dust from leaving the site.
4. Unless in conflict with these conditions, all proposals of the applicant shall be considered conditions of approval.
5. The applicant shall take all steps to minimize impacts to neighboring properties during construction. Work shall not begin before 7 am and end each day prior to 5 pm.
6. The applicant shall conduct crushing operations within a location that provides the least impact to adjacent properties.
